Joseph T. Bell

Certified Public Accountant, Certified Financial Planner CFP

Since 1975, Joe has worked with business owners and individuals to deal with the tax and business complexities they face every day. A particular interest is developing long-term strategies: retirement planning, business succession, and estate planning. Joe has spoken frequently about tax and business developments and has conducted peer reviews of fellow CPA practices.

Joe is a member of the Personal Financial Planning section and the Tax section of the American Institute of Certified Public Accountants. He is also a member of the Financial Planning Association which is devoted to furthering the financial planning profession. Joe belongs to the Maryland Association of Public Accountants as well as other local business and charitable groups. He currently serves on the Finance Committee and is a member of the Board of Interfaith Works. Joe is also on the Finance Committee and is a member of the Board of the Montgomery General Hospital Foundation. Joe is a past president and treasurer of Manor Country Club.

Joe and his wife have lived in Rockville, Maryland since 1978 where they raised their three children.



Deborah L. Frech

Certified Public Accountant, Master of Science -

Taxation

Debbie graduated from Pfeiffer College in December 1980 with an accounting degree. She worked for the Internal Revenue Service in Danville, Virginia as an auditor for three years. In 1985 she accepted a position with Linton Shafer & Company, CPAs in Silver Spring. She earned her Masters of Science in Taxation degree from the American University in 1993.

Debbie is a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants. She is a former president of the Downtown Jaycees of the District of Columbia and board member of the National Cherry Blossom Festival. In her capacity as a board member of the National Cherry Blossom Festival she had the opportunity to visit Japan twice. She is a member of her church choir and serves on several committees at the church.

Debbie lives in Clarksville, Maryland. She enjoys monthly bunko games, traveling, reading, and photography.


Bea B. Beaubien

Certified Public Accountant

Bea graduated from the University of Maryland in 1980 with a Bachelor of Science Degree in Accounting. In 1984 she started Beaubien and Bell, Certified Public Accountants, PA, with Vianne Bell. The firm's main focus was in the field of taxation. In 2001, Bea joined Bell & Frech through the merge of the two firms. Ever since then, Bea has been an essential part of Bell & Frech, LLC, continuing to work in all areas of tax, including individual, business, estates, and trusts. Bea is a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants.

Bea was born and raised in St. Paul, Minnesota. She was inspired to become a CPA while in high school, when she worked for a CPA firm. Bea moved to the Maryland area in January of 1977. Until 2002 she had lived in Anne Arundel County, Maryland where she raised two beautiful daughters. She is now currently enjoying an empty nest and residing in Carroll County.

Bea enjoys camping, reading, and relaxing in her hot tub.


Carol A. Dellapenna

Certified Public Accountant

Carol Dellapenna joined Bell & Frech, LLC in 2002. She moved to Montgomery County in 2000 from Phoenix, AZ. Carol had a BA in accounting from the University of Phoenix and passed the CPA exam in 2000. Carol is a member of the Maryland Association of Certified Public Accountants and the American Institute of Certified Public Accountants.

Before joining Bell & Frech, Carol worked for Enterprise Rent-A-Car in their collections department at the Phoenix area office. Prior to practicing accounting Carol was a preschool teacher and an avid volunteer at school, scouts and church. Carol remains active with Boy Scouts as an Advisor with a Boy Scout Venture Crew.

Carol is married and has four children. Her husband, is a Captain in the United States Public Health Service working with the Indian Health Service. Carol and her family enjoy traveling to visit family in Florida and Michigan, cooking and remodeling their house!



Alice C. Allen

Certified Public Accountant

Alice joined Bell & Frech, LLC in 2007. She graduated from University of Maryland in 1987 with a Bachelor of Science degree in accounting. Alice began her career at the International headquarters of Marriott Corporation in Bethesda, MD working in the area of corporate taxation. After several years at Marriott, Alice accepted a position with the accounting firm BDO Seidman in Bethesda, MD. At BDO Seidman, Alice concentrated in several different areas of tax, including individual, non-profit and trust & estate. Alice is a member of the American Institute of Certified Public Accountants and The Maryland Association of Certified Public Accountants.

Alice serves on the Home and School Board at the St. Peters school in Olney, MD. She resides in Brookeville with her husband and three children and enjoys reading, gardening and watching her children at sporting events.

Carole S. Carlson

Certified Public Accountant, Master of Business Administration

Carole joined Bell & Frech, LLC in 2009. She holds a BA from McGill University and an MBA from The George Washington University. She has over 25 years of experience in accounting, 12 of them in public accounting. Carole provides tax services, but specializes in auditing, accounting and consulting services.

Carole recently retired from the Interfaith Works Board of Directors, having served six years as the Treasurer. She remains active on the Finance Committee and serves as Chair of the newly-formed Audit Committee. Carole also serves on the Finance Committee of the Izaak Walton League of America-Rockville Chapter. She is a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants.

Carole lives in Derwood with her husband, two children and two rotten cats. She serves on the Instructional Council at her daughter's school and spends much of her time supervising Scout and school activities, because no one else's mother will allow craft projects in the family room. When not otherwise occupied, Carole relaxes in her home studio, playing with beads and designing jewelry.

Nicky K. Hroblak

Certified Public Accountant, Master of Business Administration

Nicky joined Bell & Frech, LLC in 2001. She graduated from Salisbury State University with a BS in Accounting in 1995 and passed the CPA exam in 1998. She then went on to Loyola College and graduated in 2001 with an MBA concentrating in finance.

Nicky lives in Eldersburg with her husband Kevin, an attorney, and their three children and dog. In her spare time, she enjoys scrapbooking, walking outdoors when it's warm and going to the playground with her children.



Paulette McClellan

Accountant

Paulette joined Bell & Frech, LLC in July, 2009. She has forty plus years of accounting experience in diverse industries including mortgage servicing, wholesale trade, property management, insurance and consulting. She has specialized in developing and implementing accounting systems.

Born in Arkansas, Paulette lived in Pennsylvania before moving to Silver Spring, Maryland to pursue a career in accounting. She earned her Associate degree in Accounting from Benjamin Franklin School of Accounting in Washington, DC while working full time running an accounting department.

Paulette lives in Laurel, MD and enjoys photography reading and traveling with her extended family.




Lee Ann Wahler - Office Manager

Lee Ann has been with Bell & Frech, LLC since June 1994, the firm's inception. Although employed part-time, she manages the administrative duties with a full-time attitude. Prior to employment with Bell & Frech, LLC, Lee Ann worked for CAE-Link in various administrative duties.

Upon receiving her Associate Arts degree in Secretarial Science and Word Processing, she got married and supported her husband, while he finished his schooling. During that time, she worked in administrative positions for a small textbook reviewing firm and the Senior Administrator for the local ambulance service.

Lee Ann was born and raised in the Washington, DC area. She is married and has two lovely children. She is very involved in the lives of her children, as well as being involved in her local church.

Susan L. Johnson - Financial Services Administrator

Susan has been with Bell & Frech Financial Services, LLC since December 2004. She performs the administrative duties and marketing for the financial services side of the business. Prior to employment with Bell & Frech, LLC, Susan worked in pharmaceutical sales for 15 years. She is also the Treasurer for the Town of Brookeville and enjoys working with the Town Commissioners on all financial responsibilities.

Susan was born and raised in the Baltimore area and moved to the Washington area after she graduated from Frostburg State University with a BS degree. She is married and has two daughters and currently resides in the Town of Brookeville. In her spare time she enjoys going to the beach, reading and attending her children's sporting events.
